- Description: Serves individuals and families who are at risk of or experiencing homelessness. Provides an entry point for the Coordinated Entry System (CES). Links clients to a variety of housing assistance services. Coordinated Entry callers will speak to a 211 NorCal Call Agent. Answers to questions are then entered into the HMIS system. (This is HUD's Homeless Management Information System.)Information can be accessed only by designated organizations that provide housing services. Going through the Coordinated Entry process, callers have access to: Emergency shelter Long term/permanent housing.
